Russia ∙ The New Russian Law on PPP: Breakthrough or Throwback?

The article focuses on the legal regulation of public-private partnership in Russia within the context of the new Federal Law on Public-Private Partnership and Municipal-Private Partnership in the Russian Federation, adopted on July 1, 2015. The article provides a legal evaluation of the new Russian Law from the perspective of national and international legal regulation of PPP. As a result of the comparison of the Federal Law with international standards and best practices of the national regulation of PPP, some strengths and weaknesses were revealed and further ways to improve the ongoing legislative reform of PPP in Russia were identified.
