EU Procurement Policy under Development Aid Financing

EU procurement policies applicable to development aid programmes are significantly different in many respects from those policies applicable to the EU internal market. This paper seeks to examine the EU procurement policies applicable to EU funded programmes, focusing on the European Development Fund (EDF). It is argued that, though some EU development policies have the potential to stimulate reforms in developing countries, aid effectiveness is significantly constrained by some other EU policies and this could have damaging implications for the general development of aid recipient countries.
