Ioan Baciu is a lawyer and a reputed international public procurement and EU public policy expert and trainer, a member of several international bodies involved in the research of strategic public procurement, a European Commission’s co-opted expert for the implementation of the Cohesion Policy and one of the official experts in public procurement of the Publications Office of the EU, a constant contributor to the legal press and journals and country correspondent for the EPPPL.
